He served as a Member of Parliament during the 16th and 18th legislatures,and as a Senator of the Republic during the 17th legislature.
He was awarded the Dr Vicente Rocafuerte Decoration for social and political merits by the Republic of Ecuador.
He received the Silver Medal of Merit from the National Bar Council, the highest honour bestowed on Italian legal practitioners.
Professional activity
A student of Professor Franco Bonelli, from 1985 until his election as constitutional judge he practised as a lawyer, also acting as an arbitrator in civil matters, with particular focus on business, corporate, banking, financial and insolvency law.
He served two terms as a member of the Council of the Genoa Bar Association, and subsequently as auditor of the same Council.
From 2018 to 2025, he was of counsel at the Carnelutti Associated Law Firm, primarily collaborating on restructuring operations and business law issues.
He held various positions, including special administrator, court-appointed administrator, as well as board member and auditor in various nationally significant companies.
Political and parliamentary activity
He was elected to the Genoa City Council for three terms (1981, 1985 and 1990).
During the 16th legislature (2008–2013), he served as a Member of Parliament and was a member of the Justice Commission, the Legislative Committee, the Parliamentary Committee on Impeachment Proceedings and the Committee on Authorisations, of which he was also secretary.
His parliamentary work focused mainly on matters relating to liberal professions and justice.
In particular, he was the lead signatory and rapporteur of the bill – later passed into statutory law – reforming the legal profession.
During the 17th legislature (2017–2018), he served as a Senator of the Republic and was a member of the Foreign Affairs Commission and later of the Constitutional Affairs Commission.
During this legislature, he was also rapporteur for the bill that officially recognised “Il Canto degli Italiani” as the Italian national anthem – a legislative recognition awaited for seventy years.
He was re-elected as a Member of Parliament during the 18th legislature (2018–2022), when he served on the Justice Commission, the Advisory Committee on Conduct, the Parliamentary Committee on Impeachment Proceedings and the Committee on Authorisations, where he once more held the role of secretary.
His work focused mainly on issues pertaining to justice, constitutional safeguards and the judicial system.
