He has served as Legal Advisor to the Italian Competition Authority and has also been member of the Commission established at the Ministry of Public Administration for drafting the Code of Public Administration; Head of the Technical Secretariat of the Undersecretary to the President of the Council of Ministers, Antonio Catricalà (under the Monti Government, 17^th Legislature); member of the Legislative Committee at the Presidency of the Regional Government of Lombardy; member and Vice President of the Presidency Council of the Court of Auditors, where he has also served as President of the Commission for Regulations and Normative Acts; Coordinator of the Roma-Capitale Commission at the Department for Regional Affairs and Autonomous Entities; President of the Joint Committee for the Implementation Rules of the Special Statute of the Valle d’Aosta Region; and Legal Advisor to the President of the Council of Ministers (under the Meloni Government, 19th Legislature).

He has served as an investigating judge and an enforcement judge in civil cases at the Vatican City Court.

He has been a practicing lawyer.

He is the author of numerous single-author and edited volumes, essays and scientific articles.
